Prior to joining Touro University Montana, Dr. Carr served as Provost at North Park University, where he was responsible for advancing change leadership across the academic enterprise, as well as providing direction and executive oversight that promoted academic excellence and positive student outcomes. He led and facilitated collaborative discussions toward the development of the institution’s strategic plan, campus master plan, and annual operating budget.
Prior to his appointment at North Park, Dr. Carr was the Deputy Provost at National Louis University (NLU). In his role, Dr. Carr led a team at NLU through significant institutional growth opportunities, including working on the team involved with the acquisition of another university and establishing a new academic unit focused on developing short-term credentials in alignment with regional workforce needs. Before his administrative work, Dr. Carr was a professor of biology with a research focus on gene regulation during embryonic development, and a member of Project Kaleidoscope, the Association of American Colleges and Universities' center of STEM higher education reform. He was appointed to the Illinois Biotechnology (IBIO) Science Education advisory board to work with industry representatives to develop science curricula and programs.
Dr. Carr's broad professional contributions range from presenting science space design processes at the North Central Regional Society for College and University Planning (SCUP) conference to his most recent presentation at the Council of Independent Colleges (CIC) Chief Academic Officer Institute, covering strategic approaches driving innovation under tight financial constraints. His consultation and advocacy work includes serving on boards of community-based organizations as well as national organizations, including the National Council of Instructional Administrators (NCIA) and serving as Board President of the Association of Chief Academic Officers (ACAO), in addition to working with municipal and state entities.
